  • Sandbag Operations

    Objectives:

    1. The State of New Mexico is sending and pre-positioning 600 pallets of pre-filled sandbags at the Sierra Blanca Regional Airport for next year's flooding events.

    Actions:

    • The National Guard is transporting two truckloads of pre-filled sandbags per day from the Roswell Correctional Facility until the mission is complete.

    • Sandbags will be staged near the shipping containers at the airport.

    Unmet Needs:

    • Ruidoso OEM is working to acquire 600 tarps to cover the sandbags.

  • Village Sewer and Water Distribution Department Update (As of 9/30/2024)

    Objectives

    • Work on main sewer lines in flood-affected areas to ensure service is restored to all impacted regions.

    • Continue efforts to clear, repair, and install sewer lines and manholes until all issues are resolved.

    Actions

    • Crews are collaborating with contractors to address ongoing sewer line and manhole issues.

    • Actively rodding lines and manually clearing obstructions.

    • A contractor has reconnected a sewer line on Eagle.

    • Village of Ruidoso (VOR) crews are working in the Upper Canyon area to restore services.

    Unmet Needs

    • Full resolution of sewer line and manhole issues, as work is still ongoing.

    • Additional resources or equipment may be required to expedite the clearing, repair, and installation of sewer lines and manholes.

    • Potential need for specialized crews or technology to improve the clearing process in difficult-to-reach areas.

  • PNM

    • No Outages: PNM reports no customer outages in the Ruidoso area.

    Zia Natural Gas

    Zia Natural Gas Company is pleased to report that natural gas service has been fully restored to 100% of the system curtailed due to the South Fork Fire and subsequent flooding. Approximately 56% of affected customers have already called to be reconnected.

    Instructions for Affected Customers:

    • If your gas service has been curtailed due to the fire or floods, Zia will turn your gas on and relight your pilots regardless of your outstanding account balance once gas service has been re-established in your area.

    • To request a reconnect, please call Zia Natural Gas atm(575) 378-4277.

    Important Reminder:

    • Zia Technicians will not demand or collect payments in the field.

    • Zia personnel will be driving a Zia vehicle and wearing a Zia uniform with an operator qualification badge that includes their name, picture, and ID number.

    • If you have any doubts about a technician's identity, call any of the Zia offices directly to verify that the person is an employee of Zia Natural Gas.

    SOUTH FORK AND SALT BAER ASSESSMENTS

    JULY 6, 2024

    This is the final InciWeb update for the Department of the Interior (DOI) and USDA Forest Service (USFS) Burned Area Emergency Response (BAER) assessment team. The team completed BAER plans for submission to the Bureau of Indian Affairs, and two (initial and interim) funding emergency treatment requests for submission to the USFS Southwest Regional Office.

    Yesterday, the team provided a close-out briefing to the Mescalero Apache Tribe and today, a close-out briefing to the Lincoln National Forest on respective treatments and cost estimates. These close-out meetings both discussed treatments that will cross jurisdictional boundaries to be effective. This morning, the team presented their findings to a room full of cooperating authorities like the village, city, counties, state, Federal Emergency Management Agency (FEMA), and US Army Corps of Engineers (USACE). While the land managers, BIA and USFS, wait for funding approvals, the group will begin organizing around treatments on non-federal lands downstream from the burned areas.

    BAER SAFETY MESSAGE: Everyone near and downstream from the burned areas should remain alert and stay updated on weather conditions that may result in heavy rains and increased water runoff. Economic Redevelopment

  • Gov. Michelle Lujan Grisham has signed House Bill 1, allocating $100 million for recovery from the South Fork and Salt fires and ongoing flooding. The funds include $10 million each for the Mescalero Apache Tribe, Energy Department, and Homeland Security, and $70 million in loans for local infrastructure projects.
