Chair Crawford, Village of Ruidoso Mayor, called the Special Meeting of the Regional Wastewater Treatment Plant Joint Use Board to order at 10:00 a.m. Members Rafael "Rifle" Salas, Village of Ruidoso Mayor Pro Tem, and Dean Holman, City or Ruidoso Downs (CORD) Mayor, were recorded present in person. Member Joey Jarvis, CORD Public Works Director, and Gary Jackson, Village of Ruidoso Councilor, were recorded as present via Zoom. Village of Ruidoso employee Yvonne Bartz, Deputy Clerk; Isaac Garcia, Ruidoso Wastewater Treatment Plant (RWWTP) Director; Ronald Sena, Village Manager; Christella Armijo, Water Resource Director; Adam Sanchez, Public Works Director; and Gigi Dixon, RWWTP Office Manager were recorded present in person. Village of Ruidoso Legal Counsel present was Zachary Cook. CORD Legal Counsel present via Zoom was H. John Underwood.
APPROVAL OF AGENDA:
Member Holman moved ot Approve the agenda as presented. Member Salas seconded, and the motion carried with a roll call vote of all ayes.
REGULAR ITEMS:
Discussion and Possible Action on Approval of Minutes for Regular Menitg for January 17.
Member Jackson moved to Approve the January 17, 2024, Regular Meeting Minutes. Member Jarvis seconded, and the motion carried with a roll-call vote of all ayes.
Discussion on Monthly Report on the Regional Wastewater Treatment Plant.
Isaac Garcia presented a monthly report on the Regional Wastewater Treatment Plant (RWWTP). The report covered the monthly record for influent and effluent and the fat and grease (FOG) results.
Discussion and Possible Action on Agreement with LA, Inc. for the Installation of Fine Screens at the Ruidoso Wastewater Treatment Plant (RWWTP) in the Amount of $400,510.13, Including GRT.
Christella Armijo stated the following: Abid for contract services to replace the Fine Screens at the RWWTP was advertised and awarded to LA, Inc. for $400,510.13, and work is anticipated to start once the Fine Screens were delivered.
Member Salas moved to Approve the Agreement with LA, Inc. for the Installation of Fine Screens at the Ruidoso Wastewater Treatment Plant (RWWTP) in the Amount of $400,510.13, Including GRT. Member Jackson seconded, and the motion carried with a roll call vote of all ayes.
Discussion and Possible Action on Recommendation to Village Council to Approve Sewer Line Maintenance Agreement for Joint Interceptor Crossing at US Highway 70 Between the Village of Ruidoso and the City of Ruidoso Downs to Include Cardinal Drive and Swallow Drive.
Christella Armijo stated the following: The joint interceptor crossing US Highway 70 would service up to seventy-four (74) residential and commercial lots ni the Vilage of Ruidoso; and Ruidoso Downs could connect twenty-three (23) residential and commercial lots.
Member Jackson moved to Approve the Recommendation to the Village Council to Approve the Sewer Line Maintenance Agreement for the Joint Interceptor Crossing at US Highway 70 between the Village of Ruidoso and the City of Ruidoso Downs to Include Cardinal Drive and Swalow Drive. Member Jarvis seconded, and the motion carried with a roll call vote of all ayes.
REPORTS FROM BOARD MEMBERS:
Chair Crawford asked staff to reach out to Souder Miler to inquire about options for Septic collections from campers and RV's and have an item to present at the next meeting.
ADJOURNMENT:
There being no further business to come before the Regional Wastewater Treatment Plant Joint Use Board, Chair Crawford adjourned the regular meeting at 10:19 a.m.
