Hazard Tree, Watershed Stabilization, and Debris Removal Programs for Private Landowners Impacted by the South Fork Fire

The Village of Ruidoso is committed to supporting private landowners affected by the South Fork Fire with a range of post-fire recovery programs. Three programs— funded and operated independently—are available to assist with hazard tree mitigation, watershed stabilization, and debris removal. Landowners must apply separately for each program to access these vital services.


1. NM Forestry Division’s Watershed Stabilization & Hazardous Tree Mitigation Program

The New Mexico Energy, Minerals, and Natural Resources Department’s Forestry Division is now accepting applications for post-fire erosion and hazardous tree mitigation assistance in burn scars. This program aims to protect watersheds and prevent erosion that could lead to significant debris flows affecting downstream communities.

The Forestry Division will cover the cost of contractors conducting site assessments and implementing mitigation projects on private land. Services may include:

  • Hazard tree mitigation

  • Contour felling and log erosion barriers

  • Ground roughening

  • Seeding

  • Mulching, chipping, and mastication

  • One-rock dams

Priority will be given to properties that pose the highest risk to long-term watershed recovery.

2. NRCS Emergency Watershed Protection (EWP) Program

The Natural Resources Conservation Service (NRCS) offers funding and technical assistance to help communities recover from natural disasters. This program focuses on restoring watershed function while reducing threats to life and property.

Available recovery measures include:

  • Sediment removal

  • Placement of mulch wattles

  • Installation of trash racks, rock, and brush structures

  • Seeding

  • Flood barrier bags and other flood prevention measures

This assistance is provided at no cost to property owners.

3. NM DHSEM Full-Service Debris Removal Program

The New Mexico Department of Homeland Security and Emergency Management (DHSEM), in partnership with FEMA’s Public Assistance Program, is offering a full-service debris removal program for private property owners impacted by the South Fork Fire, Salt Fire, or subsequent flooding.

This program covers the removal of hazard trees that pose an immediate threat to life and property, along with other debris removal needs.
